Rahul was born in Fiji and moved to New Zealand at age 3. His parents arrived with almost nothing and rebuilt their lives from scratch, teaching him to work early, take responsibility, and solve problems on his own. By 15 he was already on construction sites learning the trade. By 22 he was working in the industry full time. Today he brings 19 years of direct experience across planning, construction, engineering coordination, and development management.

He has overseen 30 million to 35 million in subdivision and land development projects, covering small infill sites, multi lot subdivisions, brownfield intensification, high constraint sites, and full delivery from planning through titles.

Rahul is one of the only planners in New Zealand with a building license. He holds a Bachelor of Planning from the University of Auckland, is a Licensed Building Practitioner in Carpentry and Site 2, and is an NZPI member. This gives him a perspective almost no one else has: he understands planning rules, engineering constraints, construction sequencing, cost structures, council risk, and real site conditions at the same time.

He founded Hpms to replace the fragmented ten-consultant, ten-invoice model with one accountable team. Hpms handles everything from resource consent to titles so clients avoid redesign loops, council delays, and cost blowouts.

His track record includes projects with single site values up to eight million. He is known for solving the problems most consultants avoid: narrow access, service constraints, strict council pressure, buildability issues, engineering redesigns, and time-sensitive approvals. He delivers because he manages projects with real site experience, real risk awareness, and real ownership.
